February 3, 2026HB 1071 by Rep. Dana Trabulsy (Fort Pierce) was passed 12-3 by its second committee of reference, the PreK-12 Budget Subcommittee, on January 28. This wide-ranging education bill includes a provision that would require health education in grades 6-12 to address human embryologic and fetal development. Curriculum must include a high-definition ultrasound video showing the development of the heart and other organs and movement of the limbs and head. It also must include a high-quality video showing and describing the process of fertilization and various stages of human development inside the uterus.
This is valuable information for middle and high school students as they grow in their knowledge of health science. It enhances students’ understanding of human biology, anatomy, and physiology, laying a foundation for informed decision-making about reproductive health. Most importantly, it helps foster a deep appreciation and sense of wonder for the beauty, complexity, and inherent dignity of human life. The bill also authorizes parents to opt students out of such instruction.
HB 1071 has one final committee of reference, the Education & Employment Committee. The companion bill in the Senate, SB 1090 by Senator Erin Grall (Vero Beach), has yet to be heard in committee.
